IPSE Student Services Summit
Overview
The Home Institution Model adopted by the Indiana Partnership for Statewide Education (IPSE) in 1994 has served students and campuses well in expanding learner opportunities through distance education while preserving students’ financial aid eligibility. Nevertheless, circumstances have changed significantly over the past ten years:
- Many more institutions—and a wider range—offer distance classes and programs.
- The sheer number of classes and programs has redoubled several times, and enrollments have followed suit.
- Most institutions now use sophisticated SIS software that serves their own students and administrative needs well but may require complicated intervention to handle cross-institutional registrations.
- Substantial personnel turnover among student services officers of member institutions means that understanding of the home institution model today is uneven from one campus to another.
In view of these changes, the IPSE and Learner Services Team have undertaken a thorough review of the model over the past three years, and the Indiana College Network coordinators regularly review the procedures associated with its implementation. The present need is for direct consultation among student services officers regarding both what is desirable philosophically and what is feasible administratively. Thus, the IPSE has convened an all-day working “summit” to bring together the varied stakeholders to resolve the major policy issues. The IPSE and Learner Services Team will then work over the summer to have a revised document to present to chief academic officers next fall.
